Marjan Lukavečki is based in Zagreb, Croatia, and works at the Ministry of Justice, Public Administration and Digital Transformation as a Sector Adviser within the Directorate for the Prison System and Probation.
An IT engineer by profession and holder of a Master of Business Administration (MBA) degree, Marjan combines a strong technical background with extensive experience in correctional services. Throughout his career, he has been involved in a wide range of areas within the prison system, including prison security, information management, staff training, and the development and implementation of digital solutions supporting correctional operations.
Since joining the Ministry in 2009 and the prison system in 2011, he has focused on the digital transformation of prison and probation services in Croatia, contributing to the modernisation of business processes, information management, and the introduction of new technologies.
Marjan has been actively involved in the EuroPris ICT in Prisons Expert Group since 2014. Between 2022 and 2025, he served as Chair of the group, supporting cooperation among European correctional ICT professionals and contributing to the organisation of workshops, conferences, and knowledge-sharing activities across Europe.
His professional interests include digital transformation, information management, information security, emerging technologies in prison and probation services, and the promotion of international cooperation and professional exchange among ICT specialists working within the correctional sector.
