Leading with care, supporting with purpose (Finland)

Finland has 27 prisons of which 15 are closed prisons and 12 open prisons. They have circa 3000 persons in custody, and circa 2500 staff.

Understanding the Challenge

The Finnish Prison and Probation Service faced the challenge of strengthening leadership to support a healthy, resilient work culture. The goal was to develop managers into effective role models who understand the key issues affecting their teams and lead with compassion and clarity. By fostering role model behaviour, the initiative aimed to positively influence organisational culture and promote the overall wellbeing of staff across all levels.

 

Solution

A structured annual plan was launched with nationwide and quarterly training on key topics like wellbeing, peer support, and change management. Updated new manager training and practical tools like checklists ensured ongoing development and consistency in leadership practices.

Key Outcomes

The initiative led to more confident leaders, improved staff wellbeing, and a stronger, more consistent organisational culture supported by shared tools and increased training participation.

The initiative was built on strong cooperation between leadership teams, staff representatives, and training specialists. By sharing insights and resources across all levels, the service ensured consistent practices and a unified commitment to wellbeing and cultural improvement.
